Conditional Formatting for Dimension in Rows (Not the Marks Card)

I have data like this:

In tableau, I would like to show this table and highlight the Product Code with the Product Category is blank. Is it possible to do it in tableau?

The Product Code must be displayed in the first Column instead of last Column. I can achieve it by moving the Product Code to Marks (Label). But this cause the Product Code move to the last column.
