In story, the size of filters and legends cannot be adjusted. Is there anyway to work around it to fully display text of filter and legend? Thanks.

I experienced the same issue when adding a worksheet to a story. I was unable to resize the filters to include the full names:
But if I added the worksheet first to a dashboard panel I was able to resize the filter bar and it persisted in the story panel when I added it there:
Also I mentioned the "use as filter" option on dashboards which you seemed interested in so here is an example below. It's really simple to do and makes for an interactive dashboard. In this example instead of having the ethnicity as a filter in the sidebar I made it a separate worksheet then incorporated that sheet and the other sheet which previously had the filter bar and selected the "use as filter" option highlighted in yellow:
