I am creating an Integration User to use with my teams Outreach.io system.
I need to waive MFA for this user to maintain connection to Outreach 100% of the time.
I created a permission set with the following systems permission;
API Enabled
Api Only User
Waive Multi-Factor Authentication for Exempt Users
When trying to assign this to the I receive the following error;
Failure : Can't assign permission set Waive MFA Requirements to user Integration Outreach. The user license doesn't allow App Permissions
Where is the App permissions setting so I can add that permission setting first? I cannot find it.

For your particular question, I think you are missing the permission set license -
Salesforce API Integration. That permission set license should give you the ability to add the Waive Multi-Factor Authentication for Exempt Users permission to your Outreach Integration permission set.
