I would like to know if it is possible to create an engagement program that will send the same e-mail 10 days appart to 4 different lists ? Or do I need to create 1 program per list ?

By putting it at the bottom of the program every time someone enters the program they will be going through the wait steps. Just want to confirm that is what you want functionally. Otherwise I would make it be the first rule step before the other lists.
Leave the 4 static lists in, that is where you start. On your dynamic list add a criteria that they cannot be a member of the 4 lists to avoid getting people into the program more than once. Another solution could be a new list where the criteria is member of global list and not a member on any of the 4 static lists if you need the global list to include everyone for other marketing efforts in the future.
The only way prospects are added or removed to a dynamic list is if they meet/no longer meet the criteria. Which is why that criteria needs to live on the list. Having a remove from list step in engagement studio on a dynamic list will not work.
So here are the steps in summary:
1) IF wanting global list from the beginning: Add global list in. If wanting to add global list after the static sends (30-40 days) set a reminder to pause and update at that time
2) Update global list criteria to exclude the 4 static lists or create the new list I put above
3) Add a rule for the Global list you decided to use in front of the rules for the static lists (no wait step on this rule)
4) Add lists to engagement studio
5) Test that the lists rule/wait steps function as expected in engagement studio
