Is there any type of Salesforce edition for small scale organisations to build software for free of cost?

i dont think there is any free org apart from developer org. but developer org is only for practise.

For small scale orgs you check essentials or professional edition. I would suggest get more in-detail info about these orgs from salesforce representatives.
