Is there a way to enable two users (owner and non-owner) to have permission to edit the same dashboard? For instance, if User1 is a manager to User2, User 1 can edit any dashboards User2 creates on condition hierarchy sharing rule is activated.

No - but if you post an idea about this I will be happy to upvote it, and I'm sure I can get other managers in my organization to do the same.
