We had a user merge Person Account records and then recover them from the recycle bin after realizing a mistake. After attempting to merge again, we are getting this error message:
FIELD_INTEGRITY_EXCEPTION, Document with ID: 0696g000009DeFf is already linked with the entity with ID: 0016g00001F6znB: [LinkedEntityId]
Any idea what this means and how to resolve the issue so we can merge?

Have you tried using debug log, to see what's causing the issue on the back-end of your org?
