Territory Management ~ Finding accounts within new territory

I am having trouble "Viewing accounts" in newly assigned territory after "Rule Name" was set up and "Run Rules" has been executed

    The territories did not take for all of the accounts, it did some...

    A report showing weekly sales stage movement doesn't show any of that data now. Notice the Territory is now showing up a filter option, played with it couple of different ways, but still can't get the data from when we turned Territories on...
