Co-Worker doesn't see all defined contacts in contacts view

Question

I defined a view in Contacts and made it public. The problem is, that for one of my co-workers the list displays just 3 entries and for all others the list displays 319 entries. Why is that and how can I enable this one co-worker to see the full list without having to change her authorization level (currently standard user)?

i cannot find the role settings, i tried searching and going through the menu options.

and why is it that my co-worker is able to see some of the entries of the list and some not? is there some kind of authorization level that contacts can have?
