I recognize the contact by the email address provided on the form.
To me it's not a Lead, since the person is already in the system.
Does it make sense to treat it as a case, even if it is not regarding a problem?

You can still technically treat it as a Lead and ensure that your business processes have a mechanism to identify the Lead as an existing Contact and then have your users convert the lead and ensure it is associated with the existing Contact. I once worked with an organisation that started every enquiry as a Lead regardless of whether they were an existing customer/contact, allowing them to standardise their sales process and this worked really well.Using Case is also an option but less elegant. If you go down that path, ensure you can differentiate between a quote enquiry and a service enquiry (Record Types and page layouts) but you will probably need some automation (Probably an Action/Flow combination) to close and "convert" the Case to an opportunity to make things easier for your users.
