Process Builder Not Evaluating Criteria Correctly

I have a process based on Account Record Type, if user chooses record type 1 (top criteria shown) the account gets created, and the record type is updated correctly - I have a record type for new account creation and then it updates to another record type after creation (which shows more fields)

 

If user chooses record type 2 (bottom criteria shown), the account gets created but as the top record type.  I cant figure out why.

I am checking IF Account.RecordTypeID = 18 digit ID, then update to appropriate record type ID
