Has anyone sen this before? We were under the impression we had everything we needed to fire up Wave Analytics having the Unlimited version.

Hi Libby,
This documentation here https://help.salesforce.com/articleView?id=bi_setup_permission_set_licenses.htm&type=0 suggests that some of the license types may have changed for builder/explorer - by the sounds of it you may not have the alloted licenses. I'd suggest contacting your Salesforce Account Manager and seeing if he can provide more licenses or the correct licenses.
