And Other user may have permissions such that may have read, create, edit & delete access on all opportunity records however will be able to create, read, delete and edit his own account records.

Hi,
This you can achieve by sharing rule keep account and Opportunity private and at profile level give them read, create, edit & delete permission on Account and Opportunity. So they can only create read edit delete their own records.
Through sharing rule you can open up the access.
