From Lightning Consul reference PDF in Knowledge Article without public URL and be able to email PDF to customers

Question

Need to reference PDF documents in Knowledge Articles, some of which can be shared externally and some that will only be for internal use.  As we are using Lightning, best way to share files with external customers will be through "Files" but I can't find a way to reference the PDF from "Files" in a Knowledge Article unless I assign a public URL.  Any suggestions on how reference / display a PDF in Files on a Knowledge Article without creating a publicly available URL?
