Is it possible to create change sets in a developers org?

I signed up for a developers account so I could have my own test org and I want to create a change set for practice but I'm getting the error message "Insufficient Privileges" when I click Deployment Settings in setup and I'm the Sys Admin.

 

I was hoping to create an outbound change set for a custom object in my Dev org, delete it and create a change set in the same org just for practice.  I don't think you can create a change set using one org, there must be 2.

 

Are change sets not allowed in Dev Orgs?
