The state and country/territory conversion tool can map up to 2,000 records, and your organization exceeds that limit. You'll need to manually export and convert your data, then reimport it, before you can turn on the picklists.
My questions is, what objects do I need to export and clean? I have no cases, leads, contacts, accounts in this sandbox. Where is it finding these values?

The entries were in reports. I had to delete a bunch of dashboards and reports on the sandbox to get past the limit.
