Limited Admin License

Good Morning! I am the system administrator of a small platform. I am based in the Client Services department and not part of IT. No members of IT have a Salesforce license.

As the result of an audit IT is being required to have the ability to Exit Users from all systems. Is there a limited license or work around to give them Manage User access without a full Enterprise license?
