We are very new to Salesforce so I'm still trying to figure things out.  We have a Sandbox we are not able to log into.  On production we have Federated and Delegated SSO turned on.  Even though I read that the SSO settings will be turned off when the Sandbox is refreshed that doesn't seem to be the case.  When I try to reset my password I keep getting an error saying passwords can not be reset for SSO users.  I've been trying to work with Salesforce Support but I'm not getting anywhere.  I was told to turn off SSO on production and then it will be turned off on the Sandbox.  Which of course I couldn't do because then I would lock all our users out.  Any idea how to login to a Sandbox in a SSO environment?

    I faced the same issue. You can not change the password for SSO users using workbench. The solution is to uncheck the permission "Is Single Sign-On Enabled" on the profile level withing the sandbox enviroment and then you can reset the user's password or change it directly through the workbench tool. Then the users are able to log in sandbox using the username and password.

    You can also uncheck the "Disable login with Salesforce credentials" on the single-sign-on settings, then will be SSO disabled for all profiles.
