Some things get Translated in the Translation Workbenc.
Some things can be translated right in the Community just by switching the Language.
But on the "Contact Support Form", there is the option for Users to "Upload File". I can't seem to translate this. If I switch the language in the Community and update the text... it ends up updating that text for all languages. It's not keeping the text specific to the language I select.

If you were using a separate upload component, you could use a custom label, but I've done some testing and I can't make it work here. One of your options is to remove the text and leave the paperclip icon. It's still visible enough to denote an attachment mechanism.
