Why can't my user send an email from the Quote PDF?

One of my users is in Lightning, and creating a Quote PDF then trying to email it. The PDF creates fine but she gets an Insufficient Privileges error when she tries to email it.

She can send an email from a record no problem. If I log in as her I don't have an issue.

Is this a records permission issue or a system permission issue? Any ideas please?
