I have created a group that excludes these users. I could go through Salesforce and change every public list view to 'Visible to certain groups of users' and ensure the group selected is 'Exclude these users', and train everybody to use this method when creating public list views in the future, but I'm looking for something more failproof.
Is there a way to allow this group of users to have only the list views I pre-set for them, and ensure that they will NEVER see any other list view? A sort of 'exclude from the beginning' approach, instead of hoping that everybody remembers to exclude them in the future?

Thanks for the replies. The users in question are only authorised to see their own records, so they have a specific record type to keep their data separate. We only want them to be able to see the account name and owner of any other account record type so I have created a page layout that restricts their view on anything they don't own. Our OWD for accounts is set to Private.
I have created a test list view with addresses and telephone numbers and made it public. If I log in as one of these users, I can see the list view and I can click on it and see the contents of the view, including the address and phone numbers. If I click on the account from the list view, I am directed to the restricted page layout and can only see account name and owner.
Ideally, I don't want them to be able to see anything other than account name and owner on the list view, but apart from going through and changing the visibility of all the list views, I can't see how to do it.
