All users in our organization currently have the ability to create an Account, but this has led to rampant creation of many random accounts, and we're considering removing this capability away from certain profiles, particularly Sales.  Has anyone considered this option or implemented this and how did it go?  How did it work (or did not work)?  How did it work within the context of lead conversion?  If you handled the issue differently, what did you do?

I don't like preventing users from creating Accounts and Contacts since you are trying to get them to use SF, and preventing them from creating records weakens that effort.

Instead, take a look at Duplicate Management.  You can define rules on Accounts, Contacts, Leads, for example, that either prevent users from creating a record if it 'matches' an existing record, or prompts the user to either use the existing record, or continue to create a new one.
