UNABLE TO ADD SALESFORCE NEW USER

when I try to add a new user the drop down on the right that says chatter should be a drop down I can change to SalesForce.  I cannot get it to change.  In the past I have added a new user and had that option.  Please tell me what can be the issue if you know.

    Can you check to be sure that you haven't used all of your salesforce licenses? You can do this under Setup | Adminstration Setup | Company Profile | User Licenses and check to see how many remaining licenses you have on the salesforce row.
