We've got 3 pieces of data to load
-Lead owner ID
-Accoundt-ID
-Recordtype ID
The data is correct, we've got Admin rights - but keep getting the error insufficient access rights on cross-reference id.
What are we missing?

I"m having a similar issue. I"ve verified that I have the record type available to my profile and the IDs I have for value are legit.
