In Israel the week starts on Sunday and ends on Saturday. Is there a way to make such a week in SalesForce?

The start of the week changes automatically. You do not need ( or get ) to pick the starting day of the week, its tied to the locale.
You check the changes have occurred by clicking the 7 day button on the home page calendar.
Be sure to check the box to "Show Weekends" to see that the Sunday is at the start of the week.
