It also says that it was "DELIVERED IN SPRING 14". However I still had to give that permission to let someone edit a dashboard they did not make. Am I missing something? Please help because I find when I give this permission they can see all report and dashboard folders regardless of the permissions that are set to keep them hidden.

Even with the Report and Dashboard Folder Setting, it seems like they still need View All Data in order to modify a dashboard they do not own, even with Manager/Editor permissions on the Dashboard folder.
