How can I give someone "owner" permissions for a file so they can edit?

We want to use Chatter as a collaboration tool. We would like to post files for others to update and repost (latest version). However, we cannot find any options to give other people "owner" permissions. I hope this is not a limitation to Chatter. So far we are finding it useful. Without this collaborative function, Chatter is limited. Hoping we just missed how to give "owner" permissions to multiple users.
