It should read, if store picklist STATUS = CLOSED, the "include n website" checkbox should be un-checked.

Should be Unchecked. That means we need to throw an error when it is checked. Validation Rules requires you to write the Error Condition always. So that will be:
AND(
ISPICKVAL(Status__c, "CLOSED"),
Include_on_website__c = TRUE
)
