Anyone know where I can get an old version of Data Loader

I'm trying to find a version of Data Loader which is below version 20. The newer versions have a bug which I keep hitting anyone know where I can download them from?

         i have those  custom objects  1)job application 2)employment website 3)postions 4)candidates these are in recruiting app.

     

        here ben Stuart is hiring manager .ben stuart login as hirining manager.he must see job application numbers record  under job application object but not edit. I already created candidates to apply job application for different positons.all object permissions  are ok means job application object set to read only for hiring manager.

     

                          Here my problem is  ben stuart  unable to see job appliction numbers  record under job application object but already set to read only.why he can not see job app records.
