I noticed that the e-mail template tool has an html editor, but I can not see on

I noticed that the e-mail template tool has an html editor, but I can not see one for creating individual emails. It would seem that surely there is one. Can someone help? Thanks.

Hello,

User profile need to have enabled permssion for HTML templates.

Edit HTML Templates

https://na5.salesforce.com/s.gif
" /_
Create, edit, and delete HTML email templates.
