how to upload excel into leads

Question

how do I set up/format an excel sheet with leads data to be uploaded into salesforce as leads with all information in its proper place?

and then, how do I upload it?

or does it have to be uploaded as a Contact first?

No Leads come before Accounts and Contacts, there is a Lead Import Wizard built into SFDC (if you have the required permissions to use it).
