with Flow, would it be possible to notify an owner of a Contact (via chatter) when a Lead is created that is already a Contact?

the main reason we want to do this is that a contact may reach out again via the contact page with a new question. They pose the question and it is "posing" as a new lead. we want to notify the owner of the contact that a new lead came in, but its not new and they have a question. we dont want to lose that info and let it fall in a black hole.
