In Lightning when copy and pasting phone numbers they don't reformat ie
613.962.9577 to (613) 962-9577 - locale is set to English - Do I need to change a setting or something?

@Robert Paul beat me to it. Since we only understand how to format numbers for North America, we assume that if you don't just enter numbers, that you are trying to "tell us" how you want the number formatted. Our Globalization team is working on a more robust solution for this, but I can't comment on their ETA other than to note that it is not "imminent". @Saisai Wang might be able to provide some insight.
