Just wanted to double check, you can only do a cross-object formula from parent to child (displaying on child), right? Also, how significant is the Apex CPU time that formula fields use?

correct, the cross-object formula will be created and displayed on the child record (and that's one of the differences compared to roll-up summary fields he mentioned).
