I'm running a pilot with users and today a user noticed an inconsistent search behavior that's not listed in the Lightning Search document here:

Quotes are acceptable in the top search bar and are essentially ignored because you can see as you type that what you type is already wrapped in quotes. Double quotes are treated as single (meaning "active learning" and ""active learning"" get you the same results).
The inconsistency is that when you click on an object to refine results, quotes do not work. At. All. I copied a subject from an actual ticket, put it in the subject search refinement for Case with quotes around it and got no results. When I take them out, I get results with that exact phrase in the subject.
This is confusing to users. It would be great if (1) the behavior was consistent and (2) it was called out at the bottom of the H&T article I linked just as wildcards are.
