Thanks @Jos Dofferhoff that's a great use case. Currently you can 'blow away' user customizations for their related list ordering if you add or move related lists via the Page Layout. It's not the best as users don't get a choice and might be surprised. What we'd like to do long term would be something along the lines of allowing admins to 'push a notification' to users that some changes were made to a related list if they have removed it, and give them an option to add it back, or possibly allowing admins to force add something to the end of the user's customized list even if they had previously removed it. We will explore this further going forward, so please do share the feedback if you have more around this!
