Configure Quotes and Create Contracts
Learning Objectives
After completing this unit, you’ll be able to:
- Explain how a group quote prices an employer offering.
- Distinguish summary-based rating from member-based rating.
- Describe how an accepted group quote becomes the contract that governs enrollment.
Turn Employer Populations into Governed Offers
After the quote census is ready, an insurer builds an employer offering.
In group insurance, quoting does not price one applicant for immediate issuance. Group quoting prices one or more plans for a specific employer population. The quote brings together the employer account, the quoted population, the offered plans, and the pricing results for that case. If the employer accepts the offer, those approved terms move forward into a contract that enrollment later executes.
Pricing can run in different ways depending on the product. Some quotes use class-level summary values such as member counts or dependent counts. Others use member-level details such as age, gender, or family composition. In both cases, the result is still an employer quote: a priced offering for the group, not a set of issued member policies.
In this unit, you follow that progression from quote creation to rating to contract creation.
Review Quoting and Contracting Records
After the quote census is ready, Digital Insurance turns that employer population into a priced offering and then into a governed agreement. These records connect the employer, the quote, the configured plan lines, and the contract records that preserve the accepted offering for enrollment.

This table places some key quoting and contracting records in context.
Object |
What It Represents |
Purpose |
|---|---|---|
Account (Business) (1) |
The employer receiving the quoted offering |
Provides the employer context for both the quote and the resulting contract |
Quote (2) |
The employer-level offer being assembled and priced |
Stores the proposed plans, rating results, and effective context for the employer offering |
Quote Line Item (3) |
A plan or coverage line within the group quote hierarchy |
Stores the configured offering and calculated pricing at the levels the quote is built and reviewed |
Contract (4) |
The accepted employer agreement created from the quote |
Becomes the governing record that enrollment and later servicing work from |
Contract Group Plan (5) |
A contracted plan carried forward from the accepted quote |
Preserves the approved plan structure and coverage terms that enrollment must execute |
Taken together, these records show how Digital Insurance carries an employer offering from proposal to agreement. The quote holds the priced offering, Quote Line Item records hold the configured plan structure, and the contract records preserve the accepted result so enrollment can work from a governed employer agreement.
Set Up the Group Quote
Before the insurer prices an employer offering, it’s important to ensure that:
- The quote is aligned to the prepared quote census it uses.
- The quote account matches the census account.
- The dates align to the census period.
- The Insurance Quote Type is set to New Group Business.
When the specialist creates the quote, they also choose a Census Rating Type. This setting determines whether pricing uses class-level summaries or individual member records.
Rating Type |
How It Works |
When To Use It |
|---|---|---|
Summary-Based |
Uses values from Group Census Group Class Summary records such as total members, dependents, and class-level aggregates. Premiums are calculated at the class-summary level |
When pricing depends on the overall shape of the group and a class-level result is sufficient |
Member-Based |
Uses values from Group Census Member records such as age, gender, or family composition. Rating runs at the member or family level and aggregates back to the employer offer |
When pricing must reflect the characteristics of covered individuals more directly |
The specialist then works in the group quoting workspace to add products, configure plan availability and coverages, and run ratings. A Salesforce admin can support that process by assigning the out-of-the-box CnfgGrpSum product configuration flow to the Group Summary classification. This enables the configurator to bring quote census group class summary records into the quote setup experience.
To explore how this works in practice, follow a group benefits specialist as they create, configure, and rate an employer’s quote.
Configure and Rate the Quote
At Cumulus Insurance, the group benefits specialist creates a new group quote for an employer, links it to the prepared quote census, and selects the appropriate Census Rating Type.
At Cumulus, a quote includes multiple plans across lines such as medical, dental, and vision. After saving the quote, the specialist browses the catalog, selects the relevant products, and opens the configurator.
During configuration, Digital Insurance brings the quote census group class summary records into the configurator through the assigned product configuration flow. The specialist selects the group classes each plan applies to, and the system builds the corresponding quote line hierarchy.

From there, the specialist defines the employer offering in context. They determine which plans are available to each group class, which coverages are included or optional, and which terms vary where the product model allows it.

When configuration is complete, the specialist runs the rating process. Rating can run for the full quote or for an individual plan line when only one plan has changed. Digital Insurance populates the results back into the quote line hierarchy so the specialist can review totals by plan and coverage.
Group Benefits for Digital Insurance supports rating at significant scale: up to 30 plans and 150,000 census members for summary-based rating, or 30 plans and 10,000 members for member-based rating, in a single operation.
Convert the Quote into a Group Contract
When the employer approves the pricing, the specialist converts the accepted quote into a contract.
Digital Insurance supports this transition through Create Contract from Quote, available as both a Connect API and an invocable action. A Salesforce admin can expose that capability through a guided flow on the Group Quote record so specialists can capture the contract term and enrollment dates during conversion.

At Cumulus, the group benefits specialist runs that guided flow from the accepted quote. Digital Insurance then creates the contract asynchronously and notifies the specialist when it is ready.
After conversion, the specialist reviews the Contract Group Plan records to confirm the accepted offering carried forward correctly.

The contract now holds the employer agreement that enrollment uses later. Contract Group Plan records preserve the approved plan structure and coverage terms so enrollment can execute the offering directly.
What’s Next?
In this unit, you learned how a group quote prices an employer offering and how summary-based and member-based ratings differ. You also followed an accepted quote as it became the contract that governs enrollment.
In the next unit, you learn how enrollment executes this contract at scale to create individual policies and coverage records for members and dependents.
