1) No, it's a different license type. You will still need Tableau Desktop to create workbooks, dashboards, etc.
2) If you are embedding a dashboard, you will see the dashboard rendered exactly. A good example is Tableau Public and there's a LOT of WordPress websites that embed Tableau, but Embedded Analytics can go much further than that as well.
3) Sure, that's a good use case for Embedded Analytics - where you want Tableau embedded in some other app/website/etc.
Remember that Embedded Analytics is for third-party users, it cannot be used for employees of your current organisation/employer
