Scale axis of 2 worksheets, so as to compare them side by side

I want to have view 1 and view 2 of same scale.

As you can see there are 4 bar here. The axis scale should be max value of 4 bar. They are from different sources.

For Example - When I select all scenario - the axis should scale around 3500

Example 2: Scenario = "gap"

Should scale both worksheet around 20.

The goal is two compare 2 sheet bar side by side.

I tried using reference line, but dont know how to use dynamic reference line. Since on filter the value changes, so I think dynamic reference line should be use.

On filter, the bar should be clearly visible and should not look small.
