How to add the color to the cells based on sub levels under Dimension fields ?

Hi,

I wanted to format the Female category values either with Green or Red color based on below conditions.

If City=Hyderabad and Gender volume of Female >= Male volume for Jan-2018 then it should be highlighted with ''Green'' else highlighted with ''red'' and like this for rest of the months and cities. Please help me to resolve this and for your reference, find the attached data and workbook.
