When consumers send us photos from their Apple devices we are unable to preview these. Even when going into settings and ticking the preview other file formats we cannot view them. In order to view in Salesforce we must download to our personal computer and convert into a file that Salesforce can read - anyone have any suggestions as we really don't want to download files due to GDPR.

Salesforce, as many other web plateform, relies on Web Browser capabilities to display images. Format that are not supported. basically by the browser are then not displayed on the plateform.
To allow this you can rely on Apps from the AppExchange, such as SharinPix.
With SharinPix you'll get not only all the format displayed (HEIC, ProRaw, EPS, WebP + all the visual format including videos, vectorial, PDF, Office, 3D formats) but you will also have optimised management of images to access, display, zoom in, annotate and advanced features to make those images resized on the fly to be merge in document or even watermarked if needed (and many others).
A simple automation can make all photos sent by customer displayed by SharinPix components so you can take advantage of the quick access, annotation and even being able to answer the customer from Salesforce plateform with the annotated version.
