I was attempting to send out a mass email to my population of inquiries, suspects and registrants (my coworker was also doing the same for their pop.) and this message appeared once I clicked sent. The input fields are correct for filters as we've done this sort of mass email previously.
List email was canceled due to an error detected by the system.
Error code: INVALID_INPUT
Error Description: You can only update a list email with a draft status
Anyone know what to do to resolve this issue?

Are you try to send a List Email with more than 5000 recipients???
If yes then you can check this out in Idea Exchange.
