User can not clone a Lead

Question

I have one user that is allocated to the "End User" policy, and they have the ability to clone a Lead successfully.

I have another user using a different Policy (Lead Gen), and they don't have the ability to Clone (the Clone menu is missing completely).

Where should I start to look to find the issue? I assume this is a permissions issue.

Yes, the Lead Gen Policy does use a different Page Layout assignment for Lead.   It uses the "Lead (Lead Gen)" page layout, which was a copy of the default "Lead Layout".   The "Lead (Lead Gen)" page layout did not have the clone button showing in the Mobile and Lightning Actions set - so I added it.
