Custom Object Security /Grant access

Hi,

We are trying the following scenario in one of our custom application. 

Custom Object: Entry form

OWD=Public Read Only; Grant Access Using Hierarchy=No

John Profile CRED=Yes; VA=No, MA=No

Don  profile CRED=Yes; VA=No, MA=No

Permission sets=None

Sharing Rules=None

John is Senior to Don. Is John allowed to delete Don's records?

     If the OWD is Public Read Only, then everyone can see the records for that object by default, so the "Grant Access" sharing setting is not applicable.

    So yes John can see the records of Don
