Process Builder to Update Child account records from Parent account

Account Object 

If Parent.Account.Sandbox__C is false

and 

If Account.Sandbox__C is true

Update Child records

This is working only when I update the child record and its not updating if I update the paent record. Any help is appreciated! Thanks in advance.
