Why can't we create an object in place of user to save money what Salesforce is charging per user

Question

As for Free Edition if users will become more than 100 then you have to pay for that. Why can't we track the username password and display pages accordingly and in real everytime the same user will login but as per username provided by user the different pages will be displayed?

You can change the UI and what users see within salesforce through the profile assigned to the user. if you were to have separate profile for different kinds of users, you can control what they see.
