Data Pipelines not available in Setup

While working through the  Set Up Provider Search module, I added the  Data Pipeline Base User in the  Enabled Permission Sets list, like it tells me to. I can then see it enabled for me, but when I go back to setup and search for Data Pipelines, it doesn't come up. This is obviously stopping all progress for the module & the associated Challenge.
