I am trying to create a report that shows me all the new donors for a fiscal year that also shows me whether or not they became a repeat donor. Is this possible?

As we discussed - you added a 'First Donation' checkbox on the Opportunity object.
Now, with that, you can do a lot of creative filtering.
For example, if you filter a report to any Fiscal Year and add a filter of 'First Donation = false' you can see follow up donors on that Fiscal Year.
Or if you have a report of all donations in a Fiscal Year, you can use Summary Row on First Donation to see the total value of First Time donations and total value of Follow Up donations in that Fiscal Year.
And many other creative reporting options!
