I need a list of active sales cloud users and also CPQ users whats the best way to achieve this?

@Chris Welch you will need to create a custom user report type if you don't have already it in your org.
Step 1 - Create a custom report type : add User object and Permission Set License Assignments (Assignee).
Step 2 - Create a new report using the above report type and add the below fields and other necessary fields (pic1). Ensure you have a filter set so you only see relevant users (pic2).
