As @Steve Molis mentioned, you're trying to accomplish A LOT in one report.
Here's a start on a report that shows the % of the tasks in comparison to the overall total (not per grouping), but it would need some finessing.
Depending on your use case, a dashboard that leaders can filter might be a better fit. Although if you need to be able to physically see/compare the percentages, then it wouldn't be the best approach. It would allow you more flexible filtering however - and the filters can overlap, such as if you wanted to filter by due date and the assigned person. This also automatically includes the percent.
